The European Commission has adopted a Recommendation which encourages Member States to pursue a high level of protection for gamblers.
The Commission recommend that countries within the EU adopt principles for online gambling services and for responsible gambling advertising.
Adopted last week and released today, the recommendation is based on a 2012 action plan on online gambling services.
The Commission aims to safeguard health and minimise economic harm that could result from gambling.
The main features of the recommendation are:
- To ensure that citizens in the EU, especially minors, are aware of the inherent risks associated with gambling; and that operators have a set of common principles to abide by for responsible commercial communication.
- To provide greater clarity and assurance for consumers that the sites they play on have adequate safeguard measures in place. For example effective age verification, registration and identification controls.
- To provide for appropriate measures to prevent the risks associated with gambling, such as addiction or excessive gambling.
The EU represents approximately 45% of the global online gambling market, and the economic importance of the sector is poised to grow.
More than 12% of all gambling in the EU is conducted online.
